Dylan was probably trying to figure out why the town is taking away poor people's homes and giving the land to wealthy developers through eminent domain. http://www.app.com/article/20081121/NEWS/811210378/1001/NEWSFRONT

Also - slightly off-topic, but I followed the link to the NJ story about Dylan wandering the neighborhood, and I was struck by the contrast between Dylan (his attitude, etc.) and Louis Gates..... Difference between true greatness (Dylan) and someone who has no clue what greatness really is (Gates).
